Thailand Pushes Forward Bill to Regulate Gambling-Like Features in Games

Thailand’s Digital Economy Promotion Agency (DEPA) is advancing a landmark bill to regulate the gaming industry for the first time through dedicated legislation. The proposed Promotion of the Game Industry Act seeks to protect consumers from gambling-like mechanics such as loot boxes, prize draws, and point redemption systems, according to The Nation.

Draft Game Industry Promotion Act

The bill, developed over the past year, has gained approval from the Comptroller General’s Department’s revolving fund committee and received financial backing from the National Broadcasting and Telecommunications Commission. It is now awaiting Cabinet review.

“The Bill aims not to restrict innovation but to regulate the market fairly and sustainably,” said Nuttapon Nimmanphatcharin, DEPA President and CEO.

Targeting Hidden Gambling in Games

The law focuses on addressing hidden gambling elements within games. Developers must comply with regulations covering randomised rewards, loot boxes, prize draws, and point redemption systems. The Cyber Crime Investigation Bureau will have authority to suspend unregistered games and audit operators to ensure safety and transparency.

New Regulatory Bodies

Three new agencies will be established to oversee the law:

  • Registration Committee
  • Regulatory and Inspection Committee
  • Game Industry Promotion Committee

Boosting Thailand’s Global Gaming Position

The government considers the Game Industry Promotion Act essential for positioning Thai developers on the international stage. The bill aligns with Thailand hosting Gamescom Asia 2025 in Bangkok this October, marking the event’s first appearance in the country.

Industry Collaboration & Consumer Protection

DEPA emphasizes open consultation with industry stakeholders to ensure sustainable growth, close legal loopholes, and protect consumers from fraudulent practices. The new law represents a major step toward a regulated, fair, and transparent gaming market in Thailand.
